Winnipeg served up a stormy Sunday and a chilly Thanksgiving Monday — and Calgary’s already seen its first snowfall. Fall, it seems, is wearing a winter coat. Still, this season has a way of sharpening our focus. Coffee’s on. Heads down. Important work ahead.
The federal government is shaping a new Canadian Manufacturing Strategy. This is our moment to make sure the realities of Canada’s building-materials supply chain are heard — clearly and early.

What’s Happening
Ottawa is advancing a Canadian Manufacturing Strategy that could restrict federal bids from suppliers based in countries that limit Canadian access to their own government contracts. The intent: prioritize Canadian suppliers and “reliable” trade partners that grant reciprocal market access.
How it rolls out
- Phase 1 (Interim Policy): Applies the rule by supplier location. Training and tools rolled out June 30, 2025; effective July 14, 2025.
- Phase 2 (Complete Policy): Will assess eligibility by the origin of goods and services. Launch date to come.
The government is also reviewing ways to maximize Canadian steel and aluminum in publicly funded projects alongside provinces and territories.
Why It Matters To All of Us
Good policy can strengthen Canadian manufacturing — but blunt rules can create unintended consequences for retailers, dealers, manufacturers, and buying groups that rely on inputs not produced in Canada. We’re at the table, and we need your specifics to protect against supply gaps, price shocks, and delayed projects.

Tell us which products or inputs your business relies on that are not produced in Canada and must be sourced abroad. Your feedback helps us build an evidence-based submission that distinguishes between:
- Goods made in Canada that depend on non-Canadian inputs, and
- Goods and inputs not available domestically at all.
